Good News,
I am pleased with the recent show of interest from the North West corner of Callaway County. Several members of the CPRC have been spreading the word and their neighbors have expressed an interest in knowing more about the imminent threat to property rights. Any time any government agency, be it Federal, state, county or local, places a label on private property it is not a good thing. “Wet lands, wild lands, smart growth and blighted, all bring the kiss of death to personal property rights.
A meeting was scheduled for Thursday night at the Stevens Community building buy was canceled because of bad weather conditions. The great news is that interest is still high and another meeting will be scheduled when the weather breaks. Mitch Hubbard, Philip Todd and myself will be carrying the message to the folks in the Stevens community.
It is encouraging to see this kind of spontaneous interest and it is hoped that other community groups will call for meetings at their respective meeting houses. Property Rights is a fundamental corner stone of Liberty.
Article I: Section 2 of the Missouri Constitution BILL OF RIGHTS, states: “That all constitutional government is intended to promote the general welfare of the people; that all persons have a natural right to life, liberty, the pursuit of happiness and the enjoyment of the gains of their own industry;”
Wouldn’t it be great to see community meetings like this happen in every community of Callaway County! We will be happy to meet with any group to spread the message of Liberty.

The First Monday of the Month Meeting of CPRC
I’m sorry for all that missed last night’s meeting. It was so wonderful to feel the excitement and energy in the air as the newly formed Callaway Property Rights Coalition was officially launched.
After the Pledge of Allegiance and an invocation and opening remarks by moderator, Tom Suttles, Mitch Hubbard presented a the significant events in the CPRC’s brief history. It is important to note that in the short time that the CPRC has gone from an idea to a fully fledged organization, it has already made its mark in Callaway County. We have been successful in beating the cancerous EEZ into remission.
Then Phil Todd, of Holt Summit, gave an account of several notable cases of infringement on property rights and how they were defeated by citizen action groups.
While the proposed EEZ appears to be in remission, we can be certain that it will return again. The next time it will be bigger and stronger and better organized than before. pro-active
But this time we will be ready and waiting for the next assault on personal liberty. We witnessed 8 members of our community volunteer to serve on an advisory board to guide this group into a strong working coalition. A member volunteered to serve as treasurer and funds were collected to cover past expenses.
A high point of the evening was the establishment of an “Action Alert” system, a way to contact membership of the need to assemble quickly should the need arise. (Stay tuned, more news on this will follow)
Thanks to all who showed up and pitched in to make Callaway County the best place to live.

Agenda 21 promoters sometimes state that they use what is called the “Delphi Strategy” – here’s the definition…I think we’ve all seen this strategy being used on a local level to forward this (and other) agenda(s)…

A Comprehensive Economic Development Strategy is a five year blueprint for economic development. It is the result of exhaustive research and analysis of the area. Callaway Property Rights Coalition Hot Flash!
Hey, is it just me or has anyone else noticed the very conspicuous absence of the media at the last two CPRC meetings? I didn’t expect ABC, CBS or even FOX News, but what’s up with the Fulton Sun? The proposed EEZ is the main story that has the county’s attention but the reporters have other stories to cover, ya think?
After the meeting on Monday, attended by over 150 concerned Callawegians, of both supporters and opponents, an attendee called the parent company of the Sun to inquire as to their neglecting this important story. Now, the following is here-say and inadmissible but I’ll take his word for it. The caller said that he suggested that the reluctance of Fulton 
Sun to cover this story might lead some to believe that “the Sun might be in bed with the promoters of the EEZ.” The managing editor assured our friend that he would “look into it”.
Big surprise today!! Front page story covering the status of the proposed EEZ. The Sun reported that the commissioners were going to delay their action on their proposal. (Translation: There is too much opposition from the folks with the torches and pitchforks and let’s wait until they cool down”)

Stop the Unwarranted Blighting of Callaway County!
Last night’s meeting at the Callaway Electric community meeting room was a success. A larger than expected crowd attended to hear the Honorable Carl Bearden, founder and president of United for Missouri, a not-for-profit 501(c)(3) organization committed to educating and enlightening citizens about the impact of state and federal economic policies on Missouri.
Mr. Bearden’s presentation focused on the Facts and the Fallacies of Economic Stimulus as a means to promote Economic growth. It was clear from the volume of questions and comments that passions are running high with regard to the proposed EEZ.
After the meeting it was suggested that out next meeting be a business meeting for the purpose of becoming better organized. I would second this motion without hesitation. I believe that it is a timely suggestion and that the a true non-partisan coalition would be a positive force in not only Callaway County but with the legislature in Jeff City.

On Monday, Dec. 3 the Callaway Property Rights Coalition hosted a Town Hall Meeting in the Community Room at the Callaway Electric. About 150 came to hear David Stokes, a free market analyst for the Show-Me Institute and Missouri First founder, Ron Calzone, an expert in the field of personal property rights and eminent domain issues.
Mr. Stokes basic message was that “Enhanced Enterprise Zones just don’t work! There is no evidence to support their effectiveness while there is considerable evidence to support the claim that a EEZ has done more harm than good in communities that have participated in this state run program.
Ron Calzone focus was on the effects of an EEZ on personal property rights and the effects of having ones property declared blighted, a label that will stick for the next 25 years.
Smoke and Mirrors
For this scheme to work a vast area of land must be designated as blighted in order
to qualify for the program, in our case, 109,014 acres or 170 square miles.
That’s 20% of the county. The Callaway County commissioners have proposed to declair an area as blighted in order to qualify as an Enhanced Enterprise Zone.
Favored industries are given tax breaks to relocate, expand jobs, or do whatever else the politicians want. Tax breaks are, of course, not free. Whatever income tax breaks are given to these industries are made up for by ordinary citizens. It is a hidden subsidy, a hidden tax, and a redistribution of income all rolled into a deceptive little package. Politicians tout the benefits and very few folks take the time to calculate the cost.
Politicians love to sell this or that special tax deal for a favored business by claiming that removing the tax burden is essential to get the business to come here or expand. Well, why isn’t what is good for a handful of businesses good for all?
Let’s look at the success history of EE Zones;
- between 1980 and 2005 counties with enterprise zones had their employment increase by 40% compared to surrounding counties, that DID NOT HAVE enterprise zones that had their employment grow by 51%.
- When Comparing the total labor force between 1980 and 2005 the counties with enterprise zones grew their labor force by 53% while the counties without enterprise zones grew by 63%.
How will the EEZ address that major problem?
